Domestic Work Permit Application (Currently in China)
Scope & Timing
If you plan to work at USTC long-term and do not hold Chinese Permanent Residency, you must apply for a Work Permit and Residence Permit.
Category A Talents (e.g., Postdocs and above): If entering visa-free or if your visa is expiring, you can apply for a 30-day Stay Visa (once per entry) to apply for the Work Permit domestically.
Application Steps
1. Online Submission
- System: abroad.ustc.edu.cn (Log in with Employee ID).
- Path: Foreign Affairs Services （“外专业务”）> Apply for Foreigner’s Work Permit in China （ “境内申请外国人来华工作许可”）.
- Tips:
- Your account will only be activated a few days after you finish all the HR onboarding steps.

- Please pre-fill and check requirements.
2. Required Documents
- Photo: White background, front-facing, taken within 6 months.
- Work Experience Proof: From previous employer (requires a Chinese translation stamped by your USTC School). Alternatively, an Employment Certificate from USTC HR.
- Highest Degree Certificate:
- Category A: Highest degree + stamped Chinese translation.
- Non-Category A: Apostille/Double Authentication + professional Chinese translation. (Waived if CSCSE certification is provided).
- Non-Criminal Record:
- Category A: No Criminal Record Commitment.
- Non-Category A: Official certificate + Apostille/Double Authentication + professional Chinese translation.
- Medical Certificate: Issued by a Chinese quarantine institution.
- Local Clinic: Anhui International Travel Health Care Center (No. 367 Wuhu Rd, Baohe Dist.) 安徽国际旅行卫生保健中心（合肥海关口岸门诊部）（地址：合肥市包河区芜湖路367号）. Bring passport & 3 ID photos. Fast before testing. Report takes ~3 working days.
- Employment Contract: Full scan.
- Passport Pages: Info, valid visa/residence permit, and latest entry stamp.
- Work Permit Cancellation Proof: Only required if changing employers within China.
3. Review & Issuance
- Submit online. Once reviewed, sign the generated application form and upload the scan.
- Wait for provincial approval to receive the Work Permit Notification Letter.
- Collect materials from OIC to apply for your Residence Permit.
- Upload the Residence Permit page to the system to finalize.
️ Note on Physical Work Permit
Physical work permit cards are cancelled. Functions are now integrated into the Electronic Social Security Card (optional, for querying social security info).
